You have to give write permissions to that file. Once the store is installed, you should remove the write privelege for security reasons. You must have access to the file system on the server. It can't be done thru FTP.

As CubeCart recomended Using FileZilla I went to the file atribute of the file "includes/global.inc.php" and I traid to chnge the numeric value to 777 and said ok, I thought the permission was done but when I check it again, it could not work... same error "Please ensure the file permission are set correctly to continue"
So which other way can I give write permissions to that file?

My Server is Windows 2003 Server

Thank you again

chmod doesn't apply to Windows servers. FileZilla is a FTP program. As I previously stated, You can't change file permissions (security) on a Windows server with an FTP program.

I have special priveleges with my host. I can Remote Desktop to the server and see the server files as he sees them. This is different from FTP. Its like looking at the folders on your local machine. I can navigate to my folders and manipulate the properties of the files as if I were him.

I suggest you contact your host and tell him to give write permissions to the includes/global.inc.php. Its only needed to install the store. Have him change the permissions back after installation. You don't want to keep write permissions on that file. Its an unnecessary security risk. He shouldn't have an issue doing this.

I always run CC on a linux server, and recommend you doing so as well.
