I took the "upload" folder and dragged it to the "pulic.html" (using "Fetch" for mac) per instructions. I saw the files transfer. Next I am supposed to open my browser and see cubecart there. It does not show up? Any suggestions?

Did you watch the tutorial video - and did you note that it told you to upload the CONTENTS of the folder called upload, NOT the folder itself?

And did you note the instructions on how to use the /install/ folder to do the installation of the contents of the upload folder?

Respectfully, those instructions need your attention.
