I am trying to figure out how to change the text and cost for the shipping page. Can someone please tell me show to do this.

All text for the files is defined in admin/language/YourLanguage_inc.php
For shipping.php, these start at line 785

As for costs, you set them up for each category/subcategory when you create/edit a category or subcategory.
