For a while now, I have been receiving this consistent fatal error message, right when checking out, to pay through PayPal express checkout:



Note that it doesnt appear every single time, but sometimes it redirects me to the correct paypal page to confirm the payment.

What does this error message mean? Is it a deficiency in my host provider?
