Resizing Pictures / Category Pictures?

Need some guidance please on resizing pictures for our site.

Some of the thumbnails are a little out of focus but fine when you click through to the main picture.

Basically our setting for picture uploads are as follows:

390 max image size

80 GD Image quality

Thumbnail size 120

In essence, we have all different size of pictures ie 600 x 250. Will we need to resize on a seperate piece of software or can i plug in a fix that will automatically fix to the desired size so the picture is not distorted?

Also, can anyone assist regards centralising the category picture in the header page. At present my cat picture is placed on the left and makes the page look unbalanced.

Providing you have GD v2, then the code will try a resample- so the resize quality should be pretty good. The code will maintain aspect ratio, so a long thin original image may result in a fairly small thumbnail to maintain the aspect.
