chmod is not done in File Manager. You need an FTP client such free Filezilla.

Once connected that way, you right click on the file or folder that is to be changed. You will get a filed telling you the current setting. You may edit that.

Typically, you would be changing to allow a file or even an entire folder and its subfolders and its files to be writable (0777 or simply 777).

Before OKing the edit take care that you have correctly selected if the change will be to the entire folder and its subs, or just the level you are at.

Also, understand that certain folders and files should be changed only temporarily. If left open permanently a hacker might find them and that's like leaving you home door unlocked.
