I'm not too familiar with V5, but I would expect there is not a simple URL as this is part of the admin section and would require a log-in. I don't expect this would be a difficult modification to code. I would suggest checking over at cubecartforums.org - there may be an existing solution (either fake-cron or real-cron) or someone able to help.
