This is a local site, I have full access to the server and DB. It was working fine for some time. I find myself having been logged out.Then, when I try to log back in, I get the red CSRF warning.But when I ask for a fresh login page, I can always get get logged in.You may need to delete the cookies associated with your site.But you say "regardless of browser".
