Address Layout for Disabled State 6.2+

This is what a test order Delivery Address looks like if there is no State:

First Name Last Name
Address
City
, ZIP
Country

NOTE THE EXTRANEOUS COMMA not needed when there is no State/Province

The Print Invoice Screen leaves a blank line where the State would have been.

City

ZIP
Country

UPDATE: The packing slip printed from the Admin Order page has the same layout problem when there is no State provided.

I found my problem - this is NOT a bug as far as I know at this time.
