Is there any plugins for products based on locations?

How granular would you need the locations to be? By Country? State? Postal Code?

Yes, but any chance of a customer supplying the name of the city "Quezon" when in fact the customer should have supplied "Quezon City"?

And as for the products, would it be more efficient to allow all cities except the few which must be excluded, or to deny all cities except for the few which must be allowed?
