I'm trying to set up a page for local sales, and will not be shipping. I just want people to be able to purchase online and pick up locally. In admin Store Settings, Features tab, Misc section, have "Allow delivery to non-invoice address" not checked. This will disable the Delivery Address block at checkout. In the same section, have "Allow physical orders even if no shipping options are available" checked because you are not having any shipping modules enabled.
