Legacy version of CC 4.3.8 - Need developer to migrate to current version.

I have a client who is running a legacy version of CC 4.3.8 - which we designed and a freelance programmer built back in 2015!

Obviously, the site now needs to be re-built (still using cube cart) as client likes the software, and there is a lot of DB & preference, product customisation which needs to be retained.

The client wants to keep the current skin, look & feel, but put onto a platform that can be updated along with the software itself so to prevent the current situation where we have to run a dedicated server running legacy framework jus to support the website leaving it not as secure as it should be,

So I am looking for a developer who has good knowledge of the cubecart platform and can migrate the existing over to the current.

Looking for cost & timescale please.
