But please begin with a rationale as to when and why one would configure this page. The entire point of this configuration page is misleading and confusing. One does not "ship by weight" or "ship by percent." One ships by a *carrier* and by a *method* offered by that carrier (UPS ground; UPS Next Day; etc.) - and *they* determine the rate by weight and/or size as appllied to distance and method. They will not be guided by these rates and zones on this page. So then what is the point of using this configuration page if one is shipping by UPS or the USPS?
