roban
As an ex-builder I would imagine you'd want to be submitting a proposal that outlines what it is you want to do, what your physical needs are, the details of your venture, your time frame, who you are and what your history is with this type of thing and how you propose to get it done. If you have resources such as builders, sources of financial help and your own personal bios. Obviously not in the order. The best way would be to submit a business plan because that will ask you all the pertinent questions that you'd have to answer and would lay it out for you. It's a long process. I have software that will do this for you although you must input all the information. The important thing is that it look professional because you are submitting it to professionals.
