CAPTCHA - Replace with new Carnegie Mellon system

Replacing the CAPTCHA system built into CubeCart has been on my whiteboard for a while now, but obviously developing and maintaining such a system can be a pain, especially when it comes to improving the security, but ensuring its still legible

So, I propose replacing the existing system with reCAPTCHA. Developed and maintained by Carnegie Mellon University, who originally created CAPTCHA.

This should improve the security and usability of the flood control system.

It's also designed to help digitize books from the Internet archive at the same time. It looks fairly simple to change the colour scheme to match your skins too.
