admin_enc_zend.php ERROR

When I click any of the links under "Maintenance" on the Admin page I get the following error;

Someone please help, I have been dealing with this for several days now.

I thought it might be in the "admin_enc_zend.php" so I uploaded it in binary mode but still not working.

I have read about someone else having this problem but nobody has answered him, so I am trying here.

Its saying that a file is not present. Check to see if the following file is actually on your server. admin/sources/maintenance/rebuild.inc.php

Thanks, I think that is my problem.

Now that I look at the admin folders it looks like the attached file.

I don't know how this happen.

Now I just need to move the files back.
