Just an update: Took out the rule and put it back in. Now it works. Do not know if i really changed anything or not.

I recently changed to CC 6.0 and have all of the updates. I noticed that the tax by address is different and I set it to only tax by customers from my state only, but a customer from my state made a purchase and it did NOT tax him. I have checked and the customer did have a local address and the item was set up to be taxed. Did I miss something?
