missing field data on final checkout screen

In the final screen of the PayPal Pro ordering checkout process, the screen where you add your credit / debit card info, the lower portion of the screen repeats certain details from Registration under a header "Customer Information"

One of those fields is the buyers State, a two-character field. In my store it is blank and has to be manually entered, even though this information is one of the fields filled by the buyer at regsitration and in 2 previous screens.

Any idea why this field is not automatically filled in as all the others are? How to fix?
