Display shipping Cost throughout the entire checkout process

I wondered if anyone could point me in the right direction with displaying shipping throughout the entire checkout process. I've read another thread which talks about implimenting this on tax which brushes on shipping but I can't find out enough about the specifics.

I've had a hack around tmyself and found that changing the "4" to a "2" in the code below changes this on step 2 only and then revert back to "n/a" when going to step three so I wondered if there is a setting that can be changed anywhere that will alter this throghout.
