USPS Test issues

I set up an account at usps webtools and received the email regarding 'testing', complete with user name. I followed cubecart's admin page instructions, but I'm receiving the error:

USPS ERROR: User ID or Password was empty. Please make sure this has been added correctly to the admin side of your store.

And yes, before you ask, I typed gibberish in the password field. So, is this is a usps problem, server problem or???

Enter your USPS User ID in both fields -- username AND password.

When you test, you might get a "...curl_exec uncallable" error. The standard answer on these forums is to uncomment (or enable) the curl extension in the php.ini file. However, my host -- which is running LAMP -- tells me that enabling the extension won't make any difference -- those are Windows extensions, and my site is on a Linux box.

I'm still looking for a solution to this problem. I may have to move to a box running PHP v5.x.x
