Add {CATEGORIES} to cart.tpl

I want my cart navigation to be the same as my homepage navigation.

I have updated cart.tpl to read:

<div class="colLeftCheckout">

{CART_NAVI}

{CATEGORIES}

</div>

This does not achieve the desired results.

For comparison, I went into index.tpl and tried to add the cart navi on the homepage and it would also not work.

Another post was made in CubeCart > CubeCart Version 2 > CubeCart General Support titled "Category Navigation Links on Cart Pages -

How do you put category navigation on the shopping cart pages" and the response was to do what I did above. But it did not work for them and it is not working for me.
