Can't get links to work when using a Flash menu

I need to get to

this address; index.php?act=viewDoc&docId=2 but it does not recognize anything after the "&" symbol.

So I followed a web site given by the menu maker that sent me to

http://www.adobe.com/cfusion/knowledgebase...cfm?id=tn_14143

which says to replace the "&" like this

index.php?act=viewDoc%26docId=2

but I end up with this

index.php?act=viewDoc&docId=2

I've tried at least a dozen different ways to code this to make it show up like it is supposed to but nothing works, so far. I'm hoping that with all of the great programmers that view this forum, maybe someone will know how I can fix this type of problem. :)

What s/w are you using to build the flash?

I think you are using some kind of a "smart" editor. It seems to be thinking for you. I use notepad, and ultra-32 - both are good for dumb text.
