With shipping by weight and by royalmail it was possible prior to 3.0.12 to enter a shipping rate as 10:0 which gave free shipping up to 10kg. This is no longer possible and cusomers get told "No shipping method setup for your country. Please contact us to see if we can make an alternative arrangement." This is obvously a bug.
