What are you asking here? That blank as you state yourself is an amount you enter in that if the order totals above, it makes the shiiping free. So if you want to just charge the $1.50 flat shipping like you have shown, then I'm not sure if you can just leave that box blank, or enter in 9999 (I don't know what the max entry is) Either way, if you are only charging $1.50 for shipping, making it free over any amount would only cost the seller the $1.50, not a bad sacrifice if someone is spending several hundred or so!
