Config File In Installation

After typing in details in step 3, an error message appears:

'Warning: fopen(C:\......\httpdocs\includes\global.inc.php) [function.fopen]: failed to open stream: Permission denied in C:\......\httpdocs\includes\functions.inc.php on line 911'

in a red box at the top of step four another message appears: 'The config file could not be written.'

i have checked that the permissions are set correctly as of step 2.

Does anyone have any ideas?
