Register Page Not From Global/index.tpl -- So Where?

Use CC 3.0.17.

I have successfully modified the global/index.tpl to show a different menu/page structure. This has flowed on to all the pages on the website EXCEPT (so far) the Register page.

Have a look at my homepage vs. the Register page.

I haven't been able to figure out why the global/index.tpl isn't calling the reg.tpl or what page is wrapping around the reg.tpl. It appears to be showing something more like the default Classic skin before I started modifying it.

Can someone tell me which .tpl file to edit to fix my Register page?
