Do I Need To Purchase An Extra License For Staging Environment?

I have been looking around, but couldn't find an answer for the following.

I just migrated my website from a staging area to my provider.

Now i am faced with an inoperable staging area as the production environment is on a different host.

Do I really need to buy an extra license just to avoid testing in the live shop, or can I use a different method?

Some suggestions I read were working on "localhost", but nobody responded to that.

I guess this is something we all worry about!
