my web designer added 'What's New' button but did not create category for that. he explained I should go to categories.tpl (which I did) and after the creation of 'what's new' category, copy and paste the new url into categories.tpl. But where exactly should I paste it? I have no programming background, I have no idea whereabouts I should paste it.

Please help me as I am in a very big frustration here...

Do you not have access to your admin area ? this is the easiest way to add cats, your designer should have this set up for you.

The only other thing i can think of is that the button image is referenced in your cat.tpl file in which case select the image or the code and add the href <a href="http://www.yourstore/catid/> before your button <img src="http://www.yourstore/images/newbutton.gif> or whatever the address is.

If your struggling copy the .tpl code into a message and i'll have a quick look (will need the address for the new cat too)
