Shipping STOPPED working at all

My shipping was partially working (USPS doesn't work right but UPS does or did) and I received an order. However, NOW it does not show up at all and I have not changed anything in my site since it happened. I did notice a bogus registered person that appeared AFTER the successful order, see below:

I am running CCv3.0.17 (I haven't upgraded to 3.0.18 because my internet is down completely, mowers severed my lines and I can't get a service rep out for some time)

How can my shipping totally stop working when no changes have been made? See details from a order I placed it shows NO shipping at all.

Shipping: n/a

Basket Total: $8.40

I have both USPS & UPS set up and enabled and only UPS worked for customer.

Please advise ASAP
