Cannot redeclare class SOAP_Header

For a while now, I have been receiving this consistent fatal error message, right when checking out, to pay through PayPal express checkout:

Fatal error: Cannot redeclare class SOAP_Header in /www/htdocs/shopOnline/agent/pear/PayPal/SOAP/Value.php on line 160

Note that it doesnt appear every single time, but sometimes it redirects me to the correct paypal page to confirm the payment.

What does this error message mean? Is it a deficiency in my host provider?
