Phantom Google Checkout discounts

OK, we're running 4.2.2 with security patches. All promotions are turned off in Google Checkout. However, we've gotten a couple orders with $10 discounts applied and when you view the order in Cubecart, the Discount is there like a separate product with no product code and -10 for the price. I looked at all our coupons and the people who submitted these orders did not use a coupon . Has anyone else had this happen and know what's up? It's like Google gives them a $10 discount we're forced to cover, but we have no promotions turned on. Emailing Google of course does no good because if you ask about a discount, they'll tell you to check your preferences in order to change your address.
