stumped already on readme- mysql root?

Readme.txt says:

b. Make sure you have installed a MySQL Database which has a user assigned to it

DO NOT USE YOUR ROOT USERNAME AND ROOT PASSWORD

Okay, so I am pretty damn good with xhtml/css and a total noob to mysql. I go into cpanel or phpadmin and see that I have no databases and, if I'm reading right, the root is localhost and there's no user assigned to it, and no way I can find, short of becoming a total codewizard (not in this lifetime!) to add one. Yet what surfing I did on the subject seems to suggest I should have one for security reasons. If I now create a un/pw, is that the root, or is it just a user?

Am I just obsessing over something trivial?

Do I just create a db, and a un, and add the un to the db?

Please, some simple instructions for cpanel would be a big help.
