Is there a way to make pre orders where they will not post until a specific date?

Remember users by i.e. cookies and have it remembers last purchase and something like you bought this when others bought this they also got this. Would you like to add it to your cart?

I also need a last purchase quick buy button option, so that users can rebuy the last purchase quick.

And a whole sale purchase and retail purchase area so there is a way to buy in bulk orders 20-100 qty and a way to buy in small 2-3 qty?
