2 Different Shipping Flat Rates?

Hi,

I was wondering if there's possibly a way to have two different flat rates? One for U.S. and one for Global. Is there anyway I can achieve of something like this? Can someone maybe point me in the right direction here?

You would have to do some adjusting to the code in your cart.php.
