The customer probably did not make a successful transaction. The order is probably still at the Pending stage.

Whoever has the email address set in the Store Settings page, and also any admin who has enabled receipt of such notices, will get an email on new orders received -- based on a setting in Store Settings. "Notify on new order when:". Choose 'Pending' or 'Processing'.
