A standard Cubecart skin has a side box that says something like "Subscribe to our mailing list." It will create a customer database record and store the email address (along with the time and IP address of the visitor). The code file for this is /includes/boxes/mailList.inc.php. For an existing customer, their account page has a setting for your newsletter subscription: /includes/content/newsletter.inc.php which handles both subscribing and unsubscribing.
