We encourage you to contact the skin publisher, and/or start a discussion at www.cubecartforums.org. Correction: it is a modified Kurouto. But a quick glance tells me that the "announcement" div is hard coded at 1000px. If the center column can't fit in 1000 pixels, it drops down below other stuff until it can.
