USA Delivery address is same as billing address & this customer has ordered fine before with same details. Now running 5.1.4. Their last order was on 5.1.1 I think (Aug 4th). I've tried to replicate but can't - I've made 2 dummy orders all the way through to paying from an alternative paypal account, firstly using test account with same UK bill/delivery address & then changing to a delivery address in USA & both transactions went through. The customer mentioned in my OP bought as a guest before - a search hereabouts revealed that may explain the difference between success & failure.
