shipping by subtotal

Suddenly I'm getting an 10001 error : 
Unfortunately there are no suitable shipping methods available for your order. This is either because the total weight of your order is too high or we cannot ship to your country. Please contact a member of our staff for any further inquiries.

I'm using shipping by subtotal : here is the config :

Where is the indication 10001 being displayed?

When the item is put in the shopping basket and you try to open the basket, then the error occurs.
