On the admin side, if I look at an order, and then view the billing or delivery address, I see a customer search box on the billing address.

As far as I know, that line is only actually used when the Admin Creates an order.

It also works when editing an existing order.

An existing order contains three items of customer data:
* The customer_id which points to the current account record
* The static billing address
* The static delivery address

The field in the Billing Address tab that provides a suggestive search of customers is used to fetch records from the CubeCart_addressbook table to populate the Address selector and relevant form fields. Using this suggestive search field does not change the customer_id.
